AN EVALUATION OF COMMUNICATION BARRIERS AND PRODUCTIVITY IN MAIDUGURI METROPOLITAN COUNCIL (MMC) OF BORNO STATE, NIGERIA

ABSTRACT

The  study  evaluates  a  communication  Barriers  and  productivity  in  Maiduguri  Metropolitan Council, of Borno State. The study used survey method and purposive sampling techniques. A total of  600  respondents  were  selected  out  of  the  approximately 2000 staff of the Council (MMC): Data for the study were gathered through the administering of  self  designed  questionnaire  coupled with  interviews.  The data collected were translated into tables using statistical method of simple frequency distribution and percentages.  The result  obtained  from  the  analysis  showed  that  there  was  a none or very little communication  problems Spreads across due to ignorance of the communication importance from some of the staff and inability of the council to assign most of the employee a tasks to carryout responsibilities as well as demand for modern communication strategies and facilities if necessary were some of the factors noticed as the principal communication barriers that discourages council productivity. On the basis of  these  finding,  recommendations  are  made  in  order  to  find  solution  to  arrest  the communication barrier  for present and future purpose.   Keywords: Evaluation; Communication; Barriers; Productivity

ABSTRACT

The demand for the reform of the United Nations is due to the evolving international system. The international system has gone through such a rapid transformation to the extent that the UN structures as they were at the time of its establishment is making the UN not to function effectively as expected by majority of its membership. Hence, the argument that the Security Council membership be expended to include major financial contributors and the equitable representation of the regional spread. There is every indication that Nigeria has all it takes to represent Africa in an enlarged Security Council. But considering the vagaries associated with international politics a lot still need to be done by Nigeria to garner overwhelming support from Africa to enable her emerge as a consensus candidate for Africa.

ABSTRACT

Any good governance is judged by the kind of policy implementation in place.  Those people oriented policies enhanced good governance.  This paper have even adopt system theory as it theoretical frame work of analysis.  The theory state that every organization is made up of systems that interact in the light of the above, this paper examines the various policies put in place by the federal government to foster development of its citizen.  Policies such like Operation Feed the Nation (OFN), National Youth Service Corps (NYSC), the Green Revolution War Against Indiscipline (WAI).  National Policy on education etc are of among other policies put in place by federal government to reposition the country’s economy.

INTRA AND INTER-PARTY CRISES IN NIGERIA ’S FOURTH REPUBLIC: IMPLICATIONS FOR THE SUSTAINABILITY AND CONSOLIDATION OF DEMOCRACY IN POST THIRD TERM NIGERIA

ABSTRACT

Political parties across the globe represent a significant avenue through which difference among individuals and groups in democratic societies are resolved. Also, they provide platform for occupation and succession of candidates to governmental offices. However, the history of political parties activities since 1999 replete with so much crisis that rather than furthering democratic ethos, have indeed become stumbling blocks to attainment of stable democratic order. The implication is that, if the original founders and party faithful are pushed to the wall, they would be left with no alternative but move en mass with their political structures to form new ones. How far the party leadership would go in mending fences would determine the fate of the parties and the roles they are expected to play in a democracy. This research therefore contends that there is a need for adequate grasp of the nature and dynamics of Intra and Inter-Party crises that have characterized Nigeria’s Fourth Republic with a view to drawing lessons for a virile party competition that promotes sustainable democracy in post Third-Term Nigeria.

WOMEN AND POLITICAL PARTICIPATION IN NIGERIA; THE IMPERATIVE OF EMPOWERMENT

ABSTRACT

The low level of political participation of women is becoming alarming and disturbing. This hampers women from contributing their quota to the development of Nigeria. Empirical observations have shown that women in position of responsibilities are noted to be hardworking and firm in their decision. The aim of the study, therefore, was to find out the specific factors responsible for the low level of political participation of women and to proffer recommendations that will enhance women’s participation in political activities. In achieving this, the study will make use of existing data. The study discovered that the major inhibiting factors were sedentary in nature rather than the issue of money politics, violence, thuggery, etc which were considered by women as secondary.

THE ROLE OF THE NIGERIAN POLICE FORCE IN MAINTAINING PEACE AND SECURITY IN NIGERIA

ABSTRACT

The Nigerian police force is a security outfit of the Nigerian state established to combat crime and ensure security of lives and property of the citizenry. Experience over the years has shown that the force has lived below expectation. Some of the reasons explaining this failure include corruption, delayed justice, impartiality among others. This has made the people to see the police as an enemy rather than a friend. This paper contends that if crime is to be combated to guarantee security of the citizens, government should restructure the force to instil into it more positive values that could ensure more effective service delivery to the masses.

PUBLIC POLICY IN NIGERIA: AN IMPLEMENTATION PARADOX

ABSTRACT

Is this the hardy days of public policy implementation in Nigeria? Why it is that public policy implementation cannot record remarkable success in Nigeria? This paper examines public policy in Nigeria and noted that it is an implementation paradox. This is against the backdrop of the fact that despite the lofty public policies initiated by different administrations to promote development, success in most cases has been elusive due to low degree of implementation. The paper concluded that lack of political will/attitude to public policy implementation, poor implementation design, conception and discipline, poor program leadership and management, lack of resources, corruption, sectionalism and ethnic biases, egocentrism and duality/multiplicity of public policies, cultural and religious factors, selective and non-implementation budgets and misplaced priority are the paradoxes of public policy implementation, which has continued to militate against public policy success in the country. The paper suggested that until public policies are implemented to achieve the lofty goals for which it was made, the general aspiration for Nigeria to join the league of developed nations in 2020 will be unattainable. This calls for a change of attitude on the part of policy implementers and the target beneficiary of public policy.
