ABSTRACT
This study focused on improving productivity in Nigerian firms through staff training and development programmes. A well structured questionnaire was used to generate relevant data from 50 potential respondents (10 from each firm), which include top management staff, senior managers and managers across disciplines, within the firm, through a simple random selection process. The findings of the study revealed that staff training and development programmes bring about improved staff performance in task execution; and as well enhance skills, knowledge and abilities of managerial staff to handle different responsibilities. This led to the conclusion that staff training and development programmes are quite necessary for Nigerian firms, in order to reap the full dividends attached. Based on the findings and conclusion of the study, major recommendations given include: Nigerian firms should give more attention to staff training and development programmes, periodically. The firms should evaluate services from training and development programmes and use data generated for planning. They should also operate flexible policies regarding selection of staff for training and development among others.

Leadership Re-Orientation and Engendering Human and Environmental Sustainability in Nigeria

ABSTRACT
The quest for positive transformation at all levels of human existence whether individual, corporate, societal or national is endless. This quest also reflects the needs of the public who are the customers of the government, the scarce resources available to satisfy these needs and the role of the leadership in determining what ends to pursue to ensure service delivery and customer satisfaction for posterity sake. Doing this entails the evaluation of the desired outcomes in the light of the situations at hand, the formulation of relevant policies based on available alternatives, human and material resources and a commitment to human and environmental sustainability. These bring to the fore, issues relating to the administrative behaviour of policy makers with regard to their actions or inactions as determined by the value systems or premises and idiosyncrasies they choose to uphold. The theoretical base of the paper is derived from aspects of Herbert Simon’s decision making theory and Robert Dahl’s Three Problems in the Science of Public Administration to give an insight to influences on administrative behaviour that affect the attainment of the Meta-Values which Christopher Hodgkinson believes should constitute the Philosophy of Public Administration. The paper relies on secondary data sources and its general objective is to reiterate the value of transformational political leadership in national development. Specifically, it analyzes relevant sections of the speeches of Barack Obama at his re-election in America and Bukola Saraki at the Obafemi Awolowo University, Ile-Ife, Nigeria in an attempt to proffer reasons for the apparent disconnect between political leadership, governance and transformation while developing templates for charting the way forward in Nigeria. Furthermore, it is expected that the paper will contribute to knowledge and provide guidelines for designing target-oriented strategies for adoption and application as palliatives in the light of the prevalent lapses in governance.

Strategies for Effective Coordinating and Stimulating of Staff in Secondary School Management

ABSTRACT
There were two challenges to the management of secondary schools the Northern Senatorial Zone of Adamawa State which the paper identified. They are coordinating activities and stimulating staff for optimum performance. Two purposes of the study were outlined. Two research questions were formulated to guide the study. The area of the study was the Northern Senatorial Zone of Adamawa. The Zone comprised 5 Local Government Areas, namely, Mubi North, Mubi South, Maiha, Michika and Madagali. A structured questionnaire, developed by the researcher and validated by 3 experts in educational management, was pilot tested on 22 respondents using the test re-test method of estimating reliability. The two tests were separated by a space of 2 weeks. The two results were correlated and the Pearson r was 0.87. The instrument was then administered on a sample of 474 respondents, made up of 302 teachers and 172 administrators. The data collected were analyzed using mean and standard deviation. The study has found that regular supervision of staff and students, as well as workshops and laboratories, participation of staff in policy and decision-making, creating a line structure and promoting communication are methods or strategies for coordinating school activities. The study also found that coordination among various units in the school is also a vital strategy for effective public school management. Other findings of the study are that delegation of responsibility, promotion of staff; prompt staff development and appreciation of skills and abilities are methods for stimulating staff towards optimum performance. Yet other methods are award for excellence, guiding teachers and involvement of staff in decision making for greater performance. To enhance school administrators’ management skills, the study recommended among others, government needs to provide a conducive school environment so that administrators can functionally utilize their knowledge and skills. Government needs to train administrators in order for them to improve their management skills and knowledge. The society needs to support the administrators especially in the area of enforcement of discipline in schools. Teachers need to stand by the administrators, for together, they are able to achieve, to a large extent, the aims of the schools.
